PPA & Mass. Poker Players Help Stop State Internet Poker Criminalization

The Tuesday after St Patrick's Day the Massachusetts State legislature voted down a bill which intended to establish three licensed brick and mortar casinos while at the same time creating stiff criminal penalties for playing poker and other games on the Internet.

The PPA does not oppose the establishment of casinos in MA, especially if those casinos are outfitted with poker rooms, however, we have fundamental concerns with any limitations or criminalization of the right for adults to play poker on the Internet.

Over the past several months the PPA has feverishly worked publically, behind the scenes and at the grassroots level to get this onerous provision from the casino bill removed. Our efforts culminated with a successful "Poker Rally" on the State House steps. Several dozen MA poker enthusiasts gathered to tell state lawmakers that "POKER IS NOT A CRIME". Special thanks to PPA State Director Randall Castonguay, Harvard Prof. Charles Nesson, the Global Poker Strategic Thinking Society, and all the dedicated PPA members for your hard fought efforts. More information about the rally can be found by clicking here.

Due to PPA's involvement this bill did not make it out of Committee and into law. The PPA will remain vigilant to ensure that if the casino bill moves again it will not include any limitations or criminalization provisions for online poker players. We will continue to monitor the situation in MA and to continue to work with lawmakers to ensure that your poker voice is heard loud and clear!

Are You A Lawyer? Poker Players Need You!

This week the Poker Players Alliance launched its Litigation Support Network. We are asking PPA members and non-members who are attorneys to join this network of lawyers who are willing to assist PPA members in need of counsel in civil and criminal poker related matters. Recruitment has already begun and the PPA has run this ad in leading legal publications. If you are a lawyer with expertise or interest in gaming law become part of our referral network today!

The PPA has appointed PPA New Hampshire State Director Patrick Flemming (aka Skallagrim) to serve as the Litigation Support Director. Through our legal page on the Web site, PPA members who are in need of poker related legal advice can ask Mr. Flemming. He will be able to provide top-line advice and then refer members to lawyers in their area who are part of the Litigation Support Network.

The Litigation Support Network is just another example of how the PPA is serving the needs of the poker community.

PPA Renews State Director Initiative, Program Will Focus on Grassroots

The PPA is proud to announce that more than 50 of your fellow members have been selected to serve as volunteer State Directors for their respective states. In January of this year we asked interested members to apply to be State Directors and the response was overwhelming. We narrowed our candidates down from an exceptional field of more than 1,000 applications.

To find out who your State Director is click here. In the coming days the State Directors will send PPA members in their state a note telling you how you can get more involved in the PPA.

Remember that the PPA forums are a great place to communicate with your fellow members. Please be active to help make the PPA forums THE place to discuss important issues facing the poker community.

Federal Update: Congressional Hearing on UIGEA

On April 2nd the House Financial Services Committee is holding a hearing to discuss the Unlawful Internet Gambling Enforcement Act (UIGEA). Click here for information on watching the live webcast. As you know, UIGEA was tucked into a "must-pass" Port Security bill and was signed into law in October 2006. UIGEA has been roundly criticized, not only by the poker community, but also by the financial services industry and leading civil libertarian organizations. The PPA is working with lawmakers from both sides of the aisle to ensure that the significant problems with UIGEA are discussed at this upcoming hearing.

To that end, the Chairman of the Financial Services Committee and the leading Republican on the committee issued this joint letter which calls on Congress to undo UIGEA.

Washington State Director Lee Rousso

Lee Rousso has been fighting Washington state's law criminalizing online poker for over a year. Under the law, playing online poker will be committing a Class C felony, equivalent under the law to possessing child pornography, threatening the governor or torturing an animal, as well as carrying stiff penalties: as much as five years in prison and a $10,000 fine. This April he will finally have his day in court to fight for poker player rights.

"I have obtained a hearing date of April 25 at 11:00 a.m., Kent courthouse, for my constitutional challenge to Washington's law governing internet gambling...I hope Washington state poker players will come to the hearing and show their support."
Check out the history of the case and updates at the PPA website.

Dear POKER PLAYER,

In the fight to keep Internet Poker free from undue government regulation, Rep. Jeff Flake - along with 15 other U.S. Representatives - sent a letter to Henry Paulson, Secretary of the Treasury, and Ben Bernanke, Chairman of the Governors of the Federal Reserve System, this past December. The joint letter outlines their concerns with the proposed rules to enforce the Unlawful Internet Gambling Enforcement Act (UIGEA), which Congress passed in the "dark of night" in 2006. Specifically, their letter asks for clarification of the regulatory guidance surrounding "unlawful Internet gambling" transactions and enforcement.

The Poker Players Alliance (PPA) commends these 16 Members of Congress for their attention to this important issue. We ask that you write a short note to your Representative to express appreciation for your Representative's support of Internet poker, and to ask for their continued support for clarifying the UIGEA so that it does not apply to poker and other games of skill. Click here so you can send this important message, we have provided you with a sample constituent letter for you to build your correspondence from. This letter will automatically be emailed to your Representative.

Additionally, you can click here to view the letter these Members of Congress sent Secretary Paulson and Chairman Bernanke.

Here at the PPA we strive to ensure that America's number one game of skill stays legal, safe, and can be enjoyed for years to come! Please take a moment and write to your Congressman today.

Poker Players Alliance: News and Articles
Message from the Chairman: Jan 2008 - Join our State Director Program
by Alfonse D'Amato, Poker Players Alliance

Happy New Year! Please read this important announcement. Poker needs you!

2008 will be a critical year for poker. The success and momentum we built together in 2007 must continue into a more vocal and mobilized grassroots efforts this year. We cannot move forward without broad support and active involvement from our members. With that in mind, I am pleased to extend to you an invitation to become a State Director for the Poker Players Alliance.

I can tell you from my own political experience that there is no more important mission for the PPA than to have a strong, vocal and coordinated grassroots effort. With 2008 being a major election year, it is even more pressing that the PPA become a player in the key battleground states and districts.

We are taking steps to empower our State Directors. Currently we have state directors in 30 states, but this important component of our organization will not be complete until every state in the Union is fully represented. State Directors are volunteer positions. You will not be compensated monetarily for your work; however, neither will you be expected to incur any expenses of your own. We are expanding the program so that there are multiple representatives from each state. And then, with guidance and support from the PPA, State Directors will engage in activities at the local and national level that are aimed at building the organization while promoting and defending the great game of poker.

These activities will include:

  • Training from grassroots professionals who will teach you grassroots tactics and share ideas
  • Active recruitment of new PPA members
  • Direct communications with the thousands of PPA members in your state
  • Organizing local events/poker tournaments to promote the PPA and/or raise monies for charity
  • Participation in local political events and arranging meetings between poker players and elected officials
  • Engaging in PPA national initiatives such as our planned voter registration campaign
PPA State Directors will also receive access to special events planned for the 2008 World Series of Poker and in Washington D.C. You will also be given recognition on the PPA Web site and in leading poker publications. State Directors will be the frontline in the fight for poker. Your fellow poker players will know you are a leader in the fight to protect the great game.

If you are interested in becoming more actively involved in the PPA, please apply today to be a State Director by filling out this simple online application (click here). Current PPA State Directors needn’t apply again. The submission period ends on Monday, January 28th. The PPA will review all applications and selections will be made in early February.

Again, a strong a viable State Directors program will be a major thrust of the PPA’s efforts in 2008. I hope you will consider applying for these important positions.

Poker Players Alliance: News and Articles
Oct. 2007: Report from the Chairman
by Alfonse D'Amato

We have some excellent news for PPA members. But first, let's take a look at how we got to where we are today.

Everyone knows the back-story. One year ago on Oct. 13, 2006, the Internet poker community was hit hard when the president signed the Unlawful Internet Gambling Enforcement Act (UIGEA) into law as part of the Secure Ports Act. This misguided and overly restrictive legislation was snuck through at the 11th hour, with little or no review, and was thrust upon U.S. banks and an unsuspecting general public.

While it is clear that UIGEA does not apply to Internet poker nationwide (federal case law has consistently held that the Wire Act applies only to sports betting, and very few states have any laws against Internet poker), the fact is that this legislation has had a chilling effect on your ability to access and patronize these legal businesses. In some cases, the new law forced some of the most well known competitors out of the U.S. market.

For the past year, the Poker Players Alliance (PPA) has been leading the fight to stave off rigorous enforcement of the UIGEA, clarify federal law to establish poker as a game of skill, and establish licensed and regulated Internet poker in the United States.

Thanks to your help, we have made tremendous progress. Today, two bills await Congressional action -- HR 2610, the Skill Game Protection Act and HR 2046, the Internet Gambling Regulation and Enforcement Act. If you haven't done so already, please ask your member of Congress to cosponsor these bills immediately. Click here to send a letter today.

The PPA is now a recognizable political force in Washington. With more than 800,000 members nationwide, we are the largest grassroots advocacy organization fighting for the rights of poker players. As you may know, we recently established a D.C. headquarters which is being lead by veteran political and policy advocate John Pappas - a longtime defender of poker in the nation's capital. I am thrilled that he is leading our efforts, and that we are firmly established in Washington with more direct access to important lawmakers.

I am also excited to inform you of our Washington D.C. policy conference which is taking place Oct. 22-24. I have been promoting this event to select PPA members who reside in targeted Congressional Districts. I am pleased to announce that more than 100 PPA members and professional poker players will converge on Capitol Hill to meet with lawmakers and tell them poker is not a crime! This is a major step to truly demonstrate that there is a passionate poker-playing constituency that is crying out for Congress to do the right thing. We hope to make this an annual event where we invite all of our PPA members to attend.

The PPA has also developed a number of tools to help make you a better poker player and a better advocate for the game. I encourage you to visit our PPA Member Tools page to learn about all of our new offerings.

Finally, the fight for poker does not come without a serious financial commitment, and we need your help to continue our good work. I must humbly ask for you to make a donation to the PPA today, to secure the rights of poker players both today and tomorrow. Please click here to Ante-Up for poker. Even a donation of $5, $10, or $50 dollars will go a long way to advancing our common goals of a safe and secure online environment to enjoy this great American game of skill.

I expect to announce more progress toward these goals in the days and weeks to come. But we will your help to make these goals a reality. Without your active grassroots participation and funding support, online poker may disappear into the annals of history. We must not stand idly by.

Thank you for your support of the Poker Players Alliance. We cannot do this alone.

But it's some good basic poker knowledge

for the beginner!

_______________________________

Action: Another term for "betting," that is, to start the action is to start the betting.

Ante: A small sum of money, placed in the pot by each player. Antes are used in Stud and Draw, but not in Hold'em or Omaha.

Big Blind: A bet that must be posted by the player two seats to the left of the button. It is equal to the amount of the smaller betting limit in a game, for example, in a 10-20 game, the big blind would be $10.

Blind: Forced bets placed in the pot by the first two players in front of the dealer button in Hold'em. See "small blind" and "big blind."

Bluff: To bet when you hold a weak hand, hoping that the intimidation factor of your bet can win the hand.

Bring-in: In Stud, a bet that must be made on the very first betting round. Usually the player showing the lowest card is forced to make a bet; in some games, the player showing the highest card is forced. The bring-in applies only on the very first betting round, though. On all further rounds, the player showing the highest hand on board has the OPTION to bet first, but need not.

Call: To match a bet that has been made.

Check: To possess the option to bet, but decline. A player cannot check once someone else has bet; at that point, the player must call, raise, or fold. But if no one has yet bet, a player can check, allowing the betting option to pass to the next player.

Check-raise: To check, indicating weakness, with the intention of raising after someone else bets.
Check-raises are allowed in all casino poker games; in some home games, they are frowned upon.

Donkey: name that is given a player who makes terrible calls or plays,a nd wins

Fifth Street: The fifth community card in Hold'em or Omaha (in these games, 5th street is more often called "the river."). Also sometimes used to refer to the fifth card received in 7 Card Stud.

Flop: In Hold'em or Omaha, the first three community cards, turned up all at once.

Fold: To drop out of a hand.

Fourth Street: The fourth community card in Hold'em or Omaha (in these games, 4th street is more often called "the turn."). Also sometimes used to refer to the fourth card received in 7 Card Stud.

Hole cards: Cards that are face down and cannot be seen by the other players.

Kicker: Two meanings

1) A single card kept along with a pair, in Draw, in an attempt to make two pair. For example, someone might keep 3-3-K, drawing two cards, in the hope that he might get either a three (for trips) or a King (making two pair, Kings-up).

2) The highest single card held by two players in Hold'em who each hold the same pair. For example, if the board in Hold'em is A-10-8-5-2, and Player One holds A-J as his hand, and Player Two holds A-Q, each player has a pair of Aces, but Player Two has a better kicker and would win the hand.

Muck: To not show your cards.

Narrowing the Field: To bet or raise in the hopes that you will drive out some players whose hands are currently worse than yours, but who might improve if allowed to stay in.

Nuts (The): The best possible hand. This phrase is almost always used in the context of a particular hand (otherwise "the nuts" would just be a term for a royal flush). For example, in Hold'em, a player holding 8-9 would hold "the nuts" if the flop came 6-7-10. At that moment, the 6-7-8-9-10 straight is the best possible hand. However, if the Turn card were a Jack, and the River a Queen, a player holding A-K would then have the nuts-a 10-J-Q-K-A straight.

Pot: The money in the center of the table, being contested by the players still remaining in the hand.

Rake: The amount of money the casino takes from the pot to make money from the poker game. In low limit games, the casino usually rakes some percentage of the pot, usually a maximum of 10% of the pot. In higher limit games, the casino makes money either by charging players an hourly fee to play, or by collecting a fee each time a player holds the button.

River: In Hold'em or Omaha, the fifth and final community card. Also sometimes called fifth street.

Rock: A player known to be very conservative, who usually bets or raises only when he has a very powerful hand.

Small Blind: A bet that must be posted by the player one seat to the left of the button. It is usually equal to one half of the smaller betting limit in a game, for example, in a 10-20 game, the small blind would be $5. Occasionally, the small blind is some other fraction of the big blind.
